The latest official data revealed that smoking prevalence fell marginally again in 2021.
Japanese products are well-known in Hong Kong for their high quality and attention to detail, and this perception extends to cigarettes. Indeed, it was observed in the review period that brands were working on their packaging to appeal to local consumers.
Cigarettes in Hong Kong was dominated by three major international companies in retail volume terms in 2022: Philip Morris Asia Ltd (PMI), British American Tobacco Co (Hong Kong) Ltd (BAT), and Japan Tobacco (Hong Kong) Ltd (JTI). Together, these players accounted for the majority of retail volume sales of cigarettes in 2022.
Convenience stores continued to serve as the major distribution channel for cigarettes in volume terms in 2022, due to their accessibility. Meanwhile, it was observed that offline channels for cigars and cigarillos rebounded in the second half of 2022, following the relaxation of the COVID-19 measures, as local consumers became more comfortable venturing outside.
One of the tobacco control measures included in the 2023 budget is an increase in tobacco taxes. The average retail price per pack is projected to rise from HKD61.
