While the COVID-19 pandemic did not negatively impact tobacco in 2022, tax-paid cigarettes remain under pressure due to rising taxes, falling income levels and the strong presence of illicit trade. Despite more intense efforts to control smuggling, low prices make black market cigarettes attractive.
In 2022, there has been a noticeable shift among consumers towards e-vapour and heated tobacco products. The introduction of heated tobacco products in 2020, followed by the legalisation of e-vapour product sales in 2021, has contributed to this evolving trend.
Generally speaking, Jordanians are heavy smokers, and 66% of adult males and 17% of adult females smoke on a regular basis, according to a recent study conducted by the Government of Jordan and the World Health Organization. However, recent years have seen many smokers migrating away from cigarettes towards e-vapour products and heated tobacco, both of which are particularly popular among young adults.
In 2022, Jordanians have witnessed a drop in purchasing power which has led to a shift towards more affordable tobacco brands. As a result, some middle- and high-income consumers have transitioned from traditional cigarettes to other alternatives, seeking to reduce their spending.
In general, Jordan’s transportation infrastructure is robust, with the country's road network being well-maintained and extensive. Therefore, tobacco distributors generally experience no problems maintaining a consistent presence on retail shelves.
